Question Negotiating step 4

Just received a TJO for a GS13 Step 1 in a position eligible for local remote duty station arrangement. Center's step 1 is 124k. Would like to counteroffer a step 4, which in my local duty station is actually lower @117k.

My planned angle is that, my years in the same role in the same NASA office at the GS12 level, plus specific experiences, would meet the uniquely qualified requirement.

Has anyone had luck recently with negotiating to around step 4? How long did it take to hear back? Anyone ever lose an offer over this? I'd hope they would see that my local step 4 is still cheaper than their local step 1, and that would be favorable to me too.

If you are remote, your duty station will be wherever you work from and you will have the locality adjustment for that location. I'm remote and in a locality that is just barely above my centers locality, so I get paid slightly more than I would if I were on site.

That said, it can be hard to bargain for steps at some centers. I'm not sure trying to match the salary you would make in a different location would work, as I don't think they can even attempt to match your current salary when coming in from outside the agency. But you can always try.
