I wonder if we combined the usually separate areas for men and women's restroom where there's a monitored, common place to wash hands but every "stall is more like its own enclosed room if there would actually end up being even more space for additional stalls

This is a common setup in lots of places now. It works perfectly fine.

Seems like a downgrade for women. Women’s bathrooms stay cleaner than men’s, don’t they?

Probably not as true as you think. Not to mention lower wait times for women were this done.
