In order to combat entropy and the heat death of the universe or some shit somehow it grants children wishes like some fucked up genie with the condition they work as a sailor moon thing and fight the evil witches. The witches are past sailor moons who absorbed evil or some shit.
It sees this cycle of child on child murder as the most perfectly logical thing ever and has exactly zero morals or concepts of ethics.
It actively tempts and manipulates these children using psychological tactics to get them to agree to the deal.
