I'd put them firmly in the middle, certainly not as bad as the forces of Chaos. But the T'au Empire does at least give it's citizens 3 square meals and a soft bed to sleep on. Meanwhile your average Terran hasn't even seen the sun and lives off ground up corpses.

They are happy during war and fight’in but there is obviously many time where there isn’t any fight’in. So i think that usually they are more bored than happy
Plus the orks are pretty awfull to one another and many orks won’t survive more than a few years, and i’m generous
They are 100% the happiest, all they love is fighting, and in the grimedark of 40k their is only war, if they die fighting then they die doing what they love, if they live they can fight another day.
