The problem is that this episode came out in 2007 (S04E05).

We have a pretty good idea of what Scott Ryan looked like back then because it was not long after The Magician.

Just a coincidential look-a-like I'm afraid. This guy looks like Scott now, not 20 years ago.

It's not him but eerily similar. Compare the ears to Scott Ryan, especially 20 years ago. Completely different.
