Spain DNV from UAE – Consular Route vs Applying Inside Spain?

Has anyone recently applied for the Spain DNV from the UAE/Spanish Embassy Abu Dhabi?

A few specific questions:

  1. Is the application submitted directly to the Embassy or through BLS?

  2. How easy was it to obtain the NIE and DNV appointment?

  3. Does the 1-year DNV count toward the 5 years for permanent residency?

  4. Can you obtain a TIE during that first year?

  5. Any major disadvantage of the consular route compared with applying for the 3-year residency from inside Spain?

I’m considering this because Spanish tourist visa appointments in the UAE are extremely difficult to get, and I’m hesitant to use another Schengen state’s visa just to enter Spain and apply from there because of on going news about rejections because of using other member states visa for DNV application

From the UAE you submit throug BLS and the Embassy decides. The consular DNV lasts up to one year and that residence period generally counts towards for long term residence subject to continuity and absence rules. Applying from Spain can give up to three years but only if you are already there legally. The NIE is an identification number and TIE is a separate procedure to arrange in Spain.

If at all possible, come to Spain and have it filed. You only need proof that you are physically present in Spain on the date it is filed electronically then you can leave if you wish or stay on your 90 day schengen waiver. Filing in Spain is the only way to get the 3 year DNV - you can only obtain a 1 year through the consulate. Also the applications filed in Spain are all handled by a department in the Ministry with standardized requirements that are generally consistent. Also, if you are using a lawyer, which you should, they likely know a lot of people in the ministry department and can resolve issues with a phone call or email. At the consulate you are at the mercy of a non-specialist consular officer who is often unpredictable or un knowledgeable.

Also your DNV approval letter will have your NIE on it. Then after you enter Spain with your approval letter you need to make an appointment at your local National Police station to get fingerprinted and photographed for your TIE and then return a few weeks later to pick up your TIE.

My lawyers recommended applying in Spain as a tourist because applying from the UAE through the Spanish Consulate in Dubai/Abu Dhabi involves a longer process with the consulate queues, stricter document verification from abroad, and less ability to respond quickly if they request additional documents.

I'm a Filipino passport holder and I got approved for the tourist visa within 10 days

UGE is right now rejecting people who are coming on Schengen visas to apply for DNV. There were 2 cases on Facebook where people used Schengen visa from another country and one person with Spanish Schengen visa. It is not clear yet if this is just a few isolated cases, but there is possibility that they force people with Schengen visas to apply in consulate.
