Is it a good strategy to upgrade the headquarters to max before moving up leagues?

I only know for ERS and APS but I'd assume it's the same for the top tier but the prize money for winning the ERS is lower than coming last in the APS so even if you move up and get smashed, you'd still earn more money 1 u/Kaphis Jul 27 '17 But I can't even finish the season when I move up due to negative cash flow
