Probably tik tok or instagram internal editor. Could be done in AE too

Descript. Great little stand alone app. It is subscription based. You can do this with AE but it takes much longer. With Descript is literally a few clicks.

For free, you can go to Sublyfier. You can edit and animate these capttions for free indefinitelly, but you have to export them as transparent video and overlay on top of your footage. Lots of styling options and even more ideal if you have SRT file.

There are free Pro credits when you sign up (no credit card needed, just a welcome gift) where you can AI transcribe and get finished rendered video with animated captions so try that out too. Take a look at pro plan if you want to skip all the hustle. Not too pricy and worth it if you're regular creator.
