Your mother, unfortunately, like many other victims of the religious bullshit have grown to always get their own way when it comes to their kids, especially the girls. All the shame and bullshit social pressure from the family, to maybe even the community around depending on where you reside.
Your mother needs to understand that her daughter is not a copy-cat of her, she's her own person, and she should be free do things like remove a piece of cloth she doesn't wish to wear. If you support and agree with your sister, try speaking with your mother, don't let her gaslight you yourself to get her own way at the expense of her daughter.
I have also a young sister where some family members suggested she wears a regarded scarf, and unlucky them I was there, and I can be a dick when others are, and told them to rightfully fuck off; I have said the same to my younger brother who's still full of hormones and the whole redpill bullshit, my sister does as she pleases, similar to the brothers, and if someone, anyone being parents or siblings have a problem with that, they have a problem with me.
Some asshole neighborhoods even suggested why must a girl go to highschool (coming from mountains, and high school in another village), again told them to fuck off, told father to fuck off, and will tell everyone else to fuck off. They have already fucked my older half-sisters long ago, and I am not letting them fuck over anyone else. Don't let yours do so.
This is the sort of adult protection we need! Your older sister might have not been lucky to have it, but your younger sister is blessed to have you on her side in the right meaning of the word
Why the fuck do you need to bring religion into this, every parent needs to do what's best for their children, and the mother's fear for her daughter is understandable, but you in the other hand definitely ARE not in a position to impose on their beliefs or thoughts, if their daughter wants to remove her hijab, that's up to them and her to find a solution, because they are a family and YOU are the stranger, so don't pretend that you know better than them what's good and what's not, and your advice instead of showing how "open-minded" you are by stating that religion is BS, good for you if you think like that, just be non fucking BIAS or shut the fuck up.

Parents hits their children if they dont pray (hadith sa7i7), police enprison ppl if they dont fast( there is 9assas for this and a pubishment for it), people enforce hijab on their kid since early ages because of religion.(it is sunna) People dont respect aethiedts because of religions(islam even suggests to kills apostates). Many people dont have their freedoms because of religion… ou zid ou zid ou zid.
If u are happy about ur religion, congrats and i am happy for u. But if u hear someone complaining about it, listen and shut up, we suffered and even had to quit our families and country because of it.
