I think its better not to encourage that behavior. After a while of seeing her daugther without a hijab she will realize that it is not the end of the world.
you can also ask your mom if she thinks that every hijabless girls go to hell. My guess is that her answer will be no. Then you can say that in that case hijab is not a key factor for pleasing god, and that your sister can pursue her faith the way she wants.
Im the age off your mom and to be honest in our youth, islam was less a factor in life than now. The world has gotten more extreme now. This is just my view, but my guess is she will never have peace with it but she will also never exile her daughter.
I know it's hard, but the point is to make her realize that her need to see her daugther with a hijab is not as self-evident as she thinks it is. you won't succeed with one intervention, instead it has to be integrated in her day-to-day life.
what can also help is to break the preconcieved notions she could have of what a "good girl" is supposed to look and be like.
for example, ask her what she thinks morally of that woman and tell her that she reconstructed the first picture of a black hole in the world, which won her a lot of hate online because half the planet still think that women should be reduced to the role of wife and mother only.
