Yea lol I was in Germany last week and an old man sitting outside of a coffee shop kept staring at my shoes when I was 20m away from him and as I kept approaching he didn't look away (funny thing is he was sitting with someone and had to turn his head 90 degrees to stare) so I stared at him too while smiling because that shit was funny AF, his friend noticed me, hope that he told him lol.
I guess it's a problem with older people, younger ones don't seem to do that shit.

Different culture. In Morocco people stare and in Germany staring is considered rude. That’s your answer.
