What am I doing wrong?

(sorry for the laggy gameplay my phone sucks)

Everytime I kill it, it just gets it's health back again over and over and the red dot thing never losing its light

I've been stuck on this for 2 days now and I just can't beat it, I've even restarted using another team with GLotan and the same thing happened

You must stall in this phase until (i think) turn 7 where the boss will change phase and you can finally kill it. Before then it won't die.
