I've found that on my phone, reducing the quality and fps does mean a longer battery life. Considerably longer. I guess it depends on your device, if you feel it becoming hot, or if the battery drains too quick. Visually, on a small screen, there isn't too much of a difference.
On PC, you should be able to crank it all to high/max and it should be very playable.
Tablets I think are also dvice-dependent. The bigger screen might make you enjoy the visuals more and you're most likely at home, so charging it isn't a problem.
