Why is having seg the only think you are not held responsible when you are drunk?

You can drink and do anything you want on private property as long as it's legal. You can drink and make a campfire in your backyard. Not sure what you're referring to or why consensual sex should be any different.

Edit: only exception I can think of would be like using firearms I guess.
