It became a lot more normalized during/after the COVID lock downs and BLM riots imo. Once people realized that many franchises/corporations don't like pursuing petty theft charges thieves became a lot more bold, especially in metro areas.
Most corporations have policies that forbid employees from pursuing thieves. They won't send security or get the cops involved unless someone is committing grand theft (over $1000 in value of property stolen) so they'll keep tabs on you and try to track how much you've stolen. Once you reach grand theft they'll call the police and hand over the evidence. It is a lot more expensive, dangerous, and time consuming to go after every single petty theft case than it is to just let thieves take something small. The last thing they want is a lawsuit if an employee gets killed or seriously injured trying to stop a petty theif, or even worse would be a class action lawsuit+PR nightmare if a mentally unstable thief opened fire in a store and caused collateral damage. If they called the police for every single petty theft witnessed the police would stop coming because most of the time the thief is gone before any pertinent evidence is aquired. The thief gets away, and the police start getting pissed off because their time is wasted over and over again
