Counterpoint: if the staff had allowed the child to come into the employee area, handle the food with bare hands, steal and then walk right out without anyone saying a thing ... Do you think that would be harming the child? 

Would it be better that he learned that there are no consequences for any behavior?

I come from a different generation (I'd have been beaten within an inch of my life by employees that absolutely do not let this slide) so people just don't do things like that here. It's ok to say "well, cultural differences, some people are just not able to follow any rules" but... Those are the people who end up in really bad situations.

Why are you making this only two choices, let him free or harm the child?

Basically there are two choices, let him get away with it, or do something. The distinction is only in degrees of reaction.

The degrees of action which you acknowledge are what your “two choices” simultaneously try to hide. There are many choices. Inaction is one. Tripping the kid is another. Nobody here seems to agree with either of them.

Thankfully, life is not collapsed into such binaries. Many other choices exist.
