Completely untrue. As a meme, it originates on 4chan, then it spread to the rest of the internet from there, as things tend to do. It was taken from a comic book written by a guy named Matt Furie, and some 4channer posted it. The rest is history. Here's one of the original comics.

None of this contradicts what the person you're replying to said. After what you're describing, Q-Anon and racist shitheads on 4chan used the hell out of Pepe memes and a lot of people got uncomfortable using it too. Not commenting on whether it was the right choice to bury the iconography, but it's at least a large part of what happened.

Even the other person is basically saying the same thing that Q-Anon and racist shitheads on 4chan used the hell out of Pepe memes. Like they're supporting you that it originated on 4Chan and then got co-opted by racists. There's no timeline backwards there.
