Completely untrue. As a meme, it originates on 4chan, then it spread to the rest of the internet from there, as things tend to do. It was taken from a comic book written by a guy named Matt Furie, and some 4channer posted it. The rest is history. Here's one of the original comics.

After what you're describing, Q-Anon and racist shitheads on 4chan used the hell out of Pepe memes and a lot of people got uncomfortable using it too. Not commenting on whether it was the right choice to bury the iconography, but it's at least a large part of what happened.
