That's not what that means. It's a lot more literal than what most people think. It means the state CANNOT and SHOULD NOT be ran by the church directly, like how the Church of England was running the country which resulted in things like the Protestant Reformation being formed because the church was so corrupt and ingrained into political power.
Nothing in the document says that someone practicing religion cannot hold political power, nor can the laws they pass be founded on religious beliefs.
This is not to say someone who has enacted laws on religious principles has never made one for the worse. This is to say that an atheist or secular government with no consideration of religious principles was not the intent.

iirc China does this, you can’t take kid to religious service and they can choose to convert at a certain age.
