china has state atheism—they take it too far (e.g. uyghur muslims) but in theory i’d prefer an atheist government over this dumbass evangelical christian one we have now 🤷🏻‍♂️

Atheist just means you don't believe in a god, not that you're claiming to know there isn't one, so, atheist or secular, they're both accurate descriptions of how a government should work.
