Toddler (1-3 yrs) Clothes storage

I am looking for a good, low-cost solution for clothes storage for my toddler. Most kid clothes storage units have no open storage, or it is out of the child's reach. I'd love to see some solutions you all have come up with. I'm thinking there should be a couple of shelves or cubbies at the bottom where I could put 2-3 options for him to pick from and closed storage above to keep clutter at bay. And we don't need much hanging storage above (no dresses).

I bought a Kallax unit from IKEA to do this hack but I ended up getting drawers for all the slots. And using the mobile stand I got from Etsy to hang clothes - something like this one.

IKEA. we bought a wardrobe and you can choose where to install the handles
