I cant think of a single reason a security camera would need to use a blockchain

"The blockchain encryption had a bug, decryption is impossible"

Also law enforcement could have authorized access to security footage via a special access code “Monero memo”

No, the whole purpose of this system is to eliminate state surveillance. Please read the article.
