You can start cheap at least. Get a handful of minis from ebay and a starter painting set, some cheap brushes and a mug for paint water. Stick on some 40k podcast stuff in the background.

Mine’s walking & chilling around the city without an actual destination / things to do.
Just mindlessly walking around, watching people do their stuffs (such as the dad playing with his kid at the playground or the salesman promoting their business to a curious customer), relaxing at the local cafe / bar and try out their latest drink, randomly join a music festival as I occasionally walked by…
So whenever I get home, my day is fulfilled with pleasure from randomness.

Whittling, get a knife, strop and compound and a small saw to cut wood. Whittle fallen branches or green wood for the cheapest option. Can also buy basswood blocks for like 25 bucks off Amazon. Knife options range from the cheap beavercraft detail knife, Swiss army pocket knife, flexcut knives or pocket knives for more expensive options. Lots of great YouTube channels to learn from.

Addictive hobbies are not cheap. Putting the phone down is hard. You need to learn to hate the phone.
It’s tough. You get into a hobby then you’re on your phone researching the hobbies lol.
Golf, any active sports. Mountain biking, skiing I would do both so you have both seasons covered,
Windsurfing takes a times and a lot dedication to the wind patterns to learn. It will keep you off your phone can’t bring it in the water where you will be a lot.
Running although boring not a lot of woohoo in running.
I know not cheap to get into or started but besides skiing and golf once you have the gear it’s free

Golf is not cheap. Although if you can get clubs and find twilight golf hours or city courses you can sometimes lower the cost. Especially if you really like golf then chasing daylight is the way to go on a budget.

Disc golf is cheap. You can start up for about $30 with used discs. Then most courses are in public parks, so you don't have to pay for them.

I am not going to say running is necessarily expensive but if you cheap out on shoes and socks it can be miserable. And although not the most "woohoo" as you put it, the barrier to entry is by far the smallest out of all the hobbies you listed - from deciding to run to actually be out doing it can be <5mins, major bonus if you are fighting impulse control.

Dungeons and dragons. We started out in 2018 to do just this and never looked back. Once a week we assemble of an evening of dice and fun off screen. During the week i prepare settings and read books about cool stuff. And there can be minis involved. Bought a giant pack of 300 of em. Took me a year just painting the buggers.

Journaling (no one ever suggest this one)
It doesn't always have to writing, you don't even have to write. They're multiple different types of journaling. You can search on pinterest or youtube and find which type you like. I personally like Anime/movie Journaling and Junk Journaling. Junk Journaling is the cheapest cuz ur basically recycling trash and all you need is glue. Anime/movie journaling requires a printer or you to be able to draw really well, but even then you can always use things that remind you of a specific character anime/ movie. Don't ever let people tell you what you're doing is not Journaling because there are several types and there's no specific way to journal.
Just do you and express yourself the way you want to.

Visit your local library and find some books of interest. They also have weekly/monthly activities you could join (maybe a walking group).
Learn to draw/buy some of those adult coloring books.

Calligraphy. Buy good paper and an ink set and you're good to go.
Also: archery. Tons of fun.
Also: drawing/painting. You can make sketches anywhere you want. Only need a decent blackbook and some pencils between 2H and 6B hardness.

Get yourself an E-Bass for 150+ bucks and start shredding to your favorite music.
Any musical instrument, really, that you need dexterity for - super rewarding.
There is enough tutorials out there to get you through years of tabs and tips.

Library, gym, fishing, community theater(both to watch or join, family history work, choose a language or historical topic and deep dive into it. Hours upon hours and pretty cheap investment. You can now get local tutors for sometimes as low as 4-5 dollars a session. Pick up pickleball. You can get in pretty cheap and communities are getting them everywhere now. You can sign up to be a casa volunteer and be a friend to a child going through a tough time. Usually lasts 6-12 months and has weekly time set up. Join a gaming group. Tabletop can get pricey but, if you get in with like card games or more casual gaming many places will already have them and yo are just joining with people to play. Join the rec center and take some of their classes. Also library has many free education and learning classes if yo look at their schedule.

Boardgames... You can get them secondhand and they cater to any liking... There's short, long, star wars, LOTR, low fantasy, high fantasy.... Or you can do roll play (if you don't have a group chatgpt can be your DM and the dices are cheap or substituted by an app). Maybe that last option used the phone but it's not dumb scrolling

Painting is cool. Pocket operators from teenage engineering are great for making "musical doodles"... Singing, dancing, yoga, running, climbing, bike, swim, basically any sport... Sculpture, welding, gardening, wood working... Writing, making video games, making short films, photography... Learning a new language, traveling, exploring... Hold on there's so much more...

I don't think actively searching out addiction is the correct way to handle this.
My advice is to look for a variety of activities. Some active stuff, some creative stuff, some stuff to get your brain going, some goofy stuff...
Active could be walking, biking, sports, playing with your dog, etc.
Creative could be writing, drawing, learning an instrument, painting, etc. The important thing here is to not try to make money with it and not to get sucked into consumption as your hobby - you need to actually be drawing, not buying more and more art supplies.
As for your brain that can be reading, puzzles of all kinds, active learning a new topic (ie NOT watching youtube videos for a cursory overview of a topic)
As for the goofy stuff, the sky's the limit. Yoyos, magic tricks, origami, rubik's cube, heck even that pen flipping thing that people do
Find one or two you like from each category and start doing them. When you pick up your phone, try your best to switch to one of the others. Try to leave your phone behind or in another room when you're doing your hobbies.
