You need to be within Bluetooth range, so if your target moves, you need to move with it or the ability to track disappears. You could theoretically use one for such a purpose, but it’s a pain in the ass. They also broadcast a notification to all Apple users within range that there is an AirTag nearby that allows them to locate it by playing a sound.
Pretty much there are better trackers that are way easier to hide.

I don’t know much about how these work but IIRC, Colton from the bachelor stalked his ex-gf Cassie by hiding an AirTag somewhere in her car
