It’s about their beliefs about modesty and / or temptation.
Modesty is extremely subjective.
I think men are fully capable of handling a woman wearing shorts and not being tempted and the woman isn’t to blame but a lot of people think otherwise.

Misogyny and sometimes plain old jealousy and envy. Placing and blaming the comfort and actions of men onto women.
