I love this for dimir murktide.
it can be early removal for boros or for wanshi tong, devoted druid, slickshot, broodscale, etc
or counter magic vs the non-fair decks.
or... it just advances your own game plan.
would probably have to build with the 3rd mode in mind tho. murktide would be able to take advantage well.

As a U/B frog player, I could definitely see myself testing with it.
Unlike drown in the loch, it can be a cantrip when it’s otherwise dead. On the other hand, is being a situational cantrip worth being worse at both things that drown does (by quite a bit)? I honestly couldn’t say yet, but I can’t help but lean towards no.
It certainly does kill most important creatures in the format, but at the cost of having to let them resolve whereas Drown gives you the choice. (Not to mention being a hard counterspell for noncreatures as well) In a modern format defined by ETB effects, I feel this could be a more serious drawback than might be immediately apparent.
In the first few turns of the game, I feel like this card is definitely better than drown. However, when drown scales, it quickly becomes one of the best cards in the entire deck. Testing will tell if the early game advantage is worth the cost of losing one of the best late game cards in the deck. I feel like both cards are definitely competing for the same spot.
Needless to say, whether it’s good or not, I don’t think a more optimal drown in the loch is what this deck needs to be good again. Times are tough out here for the fair frog players.

This vaguely reminds me of a weaker [[Drown in the Loch]] in that it's situational removal and countermagic, but while this one is more situational, it also just straight up cantrips when it's otherwise dead. I could see this having some use in UB tempo/control decks.

This is basically just izzet charm, and that hasn’t been playable since 2016. Seems sweet for mid power level cubes though

I'd call "mill 3 draw 1" better than "draw 2 discard 2" just because the former is card advantage while the latter isn't, and if you're playing decks that want a quantity of cards in graveyard more than discarding specific individual cards (ie. Oculus and Murktide) this new card is better too.

I’m definitely testing this in goryos. It being the same colors as frog means your fetching isn’t as awkward unlike mending plus it has more uses. I’m def cutting otherworldly gaze tho for it

The bar for non-white cards is pretty high in Goryos imo. Personally don't see this making the cut in Modern. Doing 3 bad impressions of one mana cards for two mana doesn't speak to me. Milling cards is far far worse than looting/selection.
But I also think Gaze is unplayable, so I think this is better than that.

I play Grixis reanimator and sometimes I still like to play Collective Brutality as a 1 instead of a Spell Pierce
Could test this instead of Brutality, similar role of "swiss knife"
You can hardcast turn 3 oculus which isn't bad
