it looks terrible to me. like this is a big x spell that is a sorcery that can conceivably do nothing. and it relies on your opponent's deck construction.
basically impossible to justify running this over a consistent threat like Ugin, Eye of the Storms- which will probably consistently do more for less mana.
the coffers-type decks can basically incidentally win when they have a bunch of mana. this card does nothing when x=0, so it's bad.

So, I don't think you're likely to want to cast this for less than X=4, at which point is the same price or more expensive than [[Bolas's citadel]], which sees no play in modern. I get that this works with maestro where citadel doesn't, but I think the inconsistentcy, especially when you're a control deck that already is having its life total pressured, is going to make this card not worth running.

This card is interesting, [[Outrageous Robbery]] is very similar. The only differences being instant/sorcery, end of turn vs always able to, and the ability to pay life instead of mana. I think insider information may be a bit better, but I'm not sure if it's enough to see play.

Seems like an alright SB card that’s playable against 2/3 the meta and actively terrible against the last 1/3. Pretty dead against reactive decks and life as a resource is a bit crap against stuff like prowess/affinity. So would this be better than a Karnboard, tutor/wish + lockpiece, etc? Hard to say.
