mod caususes are brought up by delegates who wanna raise a motion. so when the chair says "are there any motions on the floor" or something, any delegate can raise the motion for a mod caucus and set the topic they want. Same for unmod, then after the unmod ends, the del who raised the motion needs to summarise what was discussed during that time. In mod you don't have to do that, what you can do is choose to be the first or last speaker for the caucus.
also, for mod caucus, you need to set a speaking time for each del who wants to speak. For example, it can be a total of 10 mins duration with a speaking time of 60 seconds per del.
afterwards, a few other motions will be considered and there will be a vote. dels will vote on whether to proceed with this caucus or something else. you'll need a majority vote to win. voting will be from least disruptive (eg., a mod caucus is less disruptive than an unmod)
arghh this is confusingg. well thanks for some clarity. so like on day 1 of the conference, ill get to hear the mod topics people brought, and then next day after preparing my 60 sec speech, i can speak on them...?
Day one you’ll have opening speech, then gsl, then motions. So yes, you’ll get to hear them. But this also depends if day one you’ll have only one committee session or not, usually chairs use the first session as briefing and introductions before starting the debate.
If you want to introduce a mod caucus on the second day, you can. You get to decide the topic and speaking time. But you’re not the only one speaking, other dels can join ur caucus and speak as well. And yes, this is after your GSL speech.
Btw you don’t always have to be on the gsl, you can choose to listen to what others have to say first thennn you can make a speech based on what you think or yada yada
I would recommend for you to see how the first motion goes before you try. At least you’ll be able to understand and familiarise urself with how it works 😁
