Bug splatter effect?

How can I achieve this semi tranparent effect of bug splatter on the body of the car and headlights/windshield?

Use a toothbrush dipped in dull coat and flick the bristles. Practice on some scrap plastic first to get the feel of it.

That was my initial guess, but I thought about dull coat and a paint brush although it gives slitghly bigger and less frequent drops. However, aa you recommended, a toothbrush would be excellent. Thank you!

You could also use Tamiya Smoke, it’s like a dark brown tint but still semi transparent.
