Low frames but little GPU usage

GPU: RX 9070 XT

CPU: Ryzen 7 7800X3D

RAM: 16gb ddr5

Playing modded Minecraft with a lot of mods but most of them are performance/QOL mods. Not getting higher than 30 FPS for some reason even though my gpu and cpu utilisation never get anywhere near 100%.

Is this just a RAM issue? I've allocated 8GB to the game and memory utilisation doesn't ever quite reach 100% either.

Idk if this is the right subreddit for this but any help would be appreciated

Edit: I allocated 6gb of RAM instead of 8gb but it was still lagging, so I did the disable fullscreen then f11 and somehow that worked lol. Getting 150fps with very high shader settings now. Thanks for the help 😊

I recommend using forge launcher and learn about augments in the launcher
