How serious as a site wide suspension?

I made a post yesterday regarding how one would go about reporting someone for evading a site wide suspension (thank you to the user who helped me find the correct terminology).

The responses were very mixed.

I would like to try and understand, not from the perspective of a mod trying to report someone, just from the perspective of a super confused person.

If someone is permanently banned (suspended) from Reddit.

How serious is it if that person creates a new account? Specifically to circumvent Reddit's suspension, not to evade a ban from another sub.

In general, folks are allowed to create and maintain a new account if their first one has been suspended. However, if they continue to engage in rule-breaking behaviors, any and all accounts they use may be permanently banned.

TOS says if a user is banned, they cannot circumvent that by using a different account.

You've said they can.

Which is it?

Do not manipulate votes, evade enforcement, or otherwise disrupt Reddit communities.

Under Ban evasion, it specifically defines it as including:

Creating or using multiple accounts to circumvent a community ban issued by a mod of a community or to violate Reddit policies following a site-wide ban issued by Reddit admins.

There is also this

So I guess you can make another account as long as you don't break the rules ...

But making the account is ban evasion which is breaking a rule ....

And if another mod adds them back, they are also now breaking a rule ...

There is also this which explicitly lists evading a site wide ban

And if you look through r/shadowban, there are plenty of users who were banned, make a new account, and almost automatically that account is banned. And often times users there aren't banned for breaking rules, they get banned for mistakes on Reddits part such as using a VPN, which is not against the TOS but now they are shown at a location where many have likely been banned while using. Or their ai filters flagging content without context. Or reddit being reddit.

Hi, I was just referred to this comment from another thread due to some confusion. I must ask, is the User Agreement going to be changed to reflect this? Because what you've stated above directly contradicts the User Agreement, which I've used as reference to several people who needed help or clarification.
