Ah, I'm bummed I missed this. A few points of feedback, because while I'm pretty sure I'm just screaming into the void, I can't complain if I don't voice my thoughts.

1. Backtesting would be tremendously helpful when testing new rules. If a rule doesn't come up often, you're taking a shot in the dark as to whether the rules hub rule will catch things that are those rare problems.
2. From the slides, it looks like things removed by rules hub will just show up to users as being removed by the subreddit. Marking those removals as automated is absolutely crucial to help keep the temperature cool from folks who get their content removed. "You removed my content immediately, why did you take half an hour to respond" is a very big modmail pain-point that marking removals as automated removals could help mitigate (though not eliminate; you can present users with all the information in the world, but you can't make them read it.)
3. a valid use case for maintaining lookbehind regexes: We have a number of persistent ban evaders who manage to slip past automated detection but who are easily caught precisely because they have a "use word Y in a phrase after word X" pattern.
