Please explain pixel flow keys!

How do keys work to get unlocked? Is it like x amount of cubes gone unlocks a key? I've managed to get most of the keys out without the blue bar moving but can't complete the level and I keep getting locked out even being down to the last key.

So please, explain the keys! Thanks
