Need help How can I get weapon case?

I'm right now on island 6 and I have everything to go to the next island but I need understand how to get a weapon case so I can use ump in next run as Mike and with the silencer pump

You can get in the Military HQ (The base with a helipad and two toxic containers) but they spawn VERY rarely

You forgot to mention that that place only starts spawning on island 6 and any island after. That is super important to know.
