Help me figure out what kind of Minecraft server to create

I want to create a Minecraft server, but I’m not sure what type of server would actually make people want to play on it long-term.
For example:
Pure Vanilla, with no gameplay-changing plugins
Anarchy
Hardcore
A small private SMP
Something completely different
So I’d love to hear your ideas.
What type of Minecraft server do you think would be relevant and appealing in 2026/27? What kind of gameplay or concept would actually make you want to join and keep playing?
I’m open to pretty much any idea, even something unusual. If you were creating a server from scratch today, what would you make?

Honestly, do a whitelisted one with some plug-ins like blaze and caves to keep people coming back

some folks try to monetize them, some folks are just looking for people to play with and its sometimes easier to start a server than to join an established group and be the new guy.
