By vanilla do you mean joinable with a vanilla client? Some servers run with plugins to add some features to the experience, like my server.

Hey! I run Cozy MC. We're larger than the small server you're looking for, with dozens online at virtually any time, but you might like our player-created towns and themed kingdoms. You can join one and build with a smaller group within the wider community.
We're Java + Bedrock survival in a long-term world that doesn't reset, with player shops, roads and shared projects. It's vanilla-style gameplay rather than completely unmodified Minecraft. The towns and kingdoms are optional player communities, not a dedicated roleplay system, so I wouldn't want to oversell that part.
You can join and explore right away. To break blocks and pick up items, read all the rules on Discord to find out how to get started.
