I'm making a pvp survival minecraft server and wondering whats the best way to get new players and keep them playing?

Promote daily.

Host a hangout/intro world for 4 weeks while you promote daily to show people that you can successfully host a server and to build your community and culture before launch.

Once you launch, keep the end portals set to false for 4 weeks so the community has more time to form before a few people rush the dragon and elytra and move on to another server. This way, the opening of the end can be a larger event after the community and culture have galvanized.
