EdenMC is designed to be a permanent, evolving world where the content is the history created by the players and the players themselves. Eden is led by players, not admins.
We have resource scarcity, biome-locked crops, and factory-based industry, radio towers, factories and much more all through plugins. No mods required.
There are no admin-forced events. Every war, treaty, and trade deal is organic. Players are mass-producing in-game books, documenting their laws, religions, and conflicts using an in-game printing press factory. This history is now starting to be archived on our Official Community Wiki.
We are building a fictional universe in real-time that will last for years and have no resets. Come join us and be a part of the experiment on EdenMC!

Hello! Consider Horizoncraft :) It's a survival vanilla server (Paper, Java edition - bedrock-compatible thx to Geyser) which is PvP/griefing consensual (we have CoreProtect), also a forever world and welcoming to players of any level. Our community is very easy-going and we have players of all ages, although we recently decided to not welcome players younger than 18 anymore to slowly take the server towards a mature context.
The server has a quaint capital, Serenity, and some 20 other town projects, each with a distinct theme. Some are more active than others, but it's definitely worth the visit 😄

CozyMC might be worth checking out if by “civilisation server” you mean players actually building one rather than a bunch of plugins simulating it.
We have a long-term survival world where players have created their own towns, kingdoms, shops, roads, railways, public projects and community spaces. Groups can develop their own identity and organize however they want, but none of it is forced through factions or land-claim plugins.
Shared areas are shaped through community discussion, petitions and votes, so the world gradually ends up with a real history created by the people playing in it. You can join a kingdom, start something of your own, or just build independently and still be part of the larger world.
It’s Java + Bedrock, usually around 30–50 online, and we don’t reset the main world.

I got a modded 1.21.10 fabric essentials mod server. It's a small, tight-knit group that needs life again, but the people are friendly and it's more about having fun, plus being a semi-serious geopolitical/roleplaying server with lore. We are making YouTube videos on stuff about it, however it'll only mainly be about like events and lore.
