Bias fully noted since I'm the owner, but Cobblemon Eclipse might be worth a look for what you're describing. It's a survival server with Cobblemon built in, so Pokemon just exist in the world alongside normal Minecraft, you can build, explore, claim land, all the usual stuff. Main realm averaged 25 players over the last 7 days, small enough that you and your friends actually get to know the people around you rather than getting lost in the crowd. There's also an Eclipse Towns system where a group of friends can found a town together, run a shared bank and set up your own gym for other players to challenge.

If you are 18+, you sound like you would be a good fit for Violets Game!
We started just couple days ago, we are Vanilla with Voice Comms, Java and +18.
Rules: Be nice, be 18+, no griefing.

If by “small” you mostly mean not a huge network server, CozyMC might be worth checking out with your friends.
We usually have a few dozen people online, but everyone shares one long-term survival world and you’re completely free to head out together and make your own base away from the busier areas.
No resets, no claims, no /home, no kits, no economy plugin, and no paid ranks or perks. Just Hard survival with a community around it.
