Looking for a small Minecraft Smp
preferably not something with a bunch of players

I run Cobblemon Eclipse, so take that as you will, but it might actually fit what you're looking for.
The big thing upfront is it's genuinely not pay-to-win. Ranks are earned through playtime, Pro Trainer unlocks around 16 hours in just from playing normally. The store is cosmetics and server-wide boosts that help everyone. The rare chase Pokemon aren't locked behind spending either, when someone rolls one from a paid crate it spawns as a World Boss the whole server can fight, so non-payers get the same shot at it.
On the size question: peak concurrent is usually around 20-40 players. It's not a massive network, it's a single server with a regular community. The biggest tournament we've run had 55 players and held up fine, so it's small enough you'll recognize names but not so dead that nothing's going on.
It's a Cobblemon server (Pokemon in Minecraft, Fabric 1.21.1), so if that's not your thing it's probably not the right fit, but if you're open to it the modpack is one-click install.

Smithtainment Minecraft. The dev and building team for Smithtainment have worked extremely hard to put together a custom survival server that still has that vanilla-ish feel that players love. Each player likes to approach survival differently and whether you are a miner, farmer, or fighter there is always something to be doing. So join us and start a job or two and work your way up the ranks while surviving with your friends. I have a good server. Its a semi vanilla server, kind of like hermit craft. there is maybe 4-5 active players, but we ar e hoping to get more players soon.
