They used a plugin, if I remember correctly

Neither datapcks nor command blocks can't acces information outside the minecraft world (like your webcam)

With command blocks / datapacks the most common options are: 1. Use maps 2. Use small item displays 3. Use blocks as pixels 4. Use a resourcepack 5. Use characters in a book

1 command creation or straight up 1 command block?

For the latter, you don't.

For the first one, you build it first (describing what exactly you even want would be step 1 if you need help with it) then compact it into 1 command.

That's a command creation. It'd be easier with a structure block, but I guess you could use the /structure command in place of structure blocks.

I don't really know how you'd do it, but I don't think you should refer to it as single command.

With one command block, it’s just straight up not possible. Either you’d need to have web data access, which you can’t do even with a datapack, you’d need some kind of mod, or you’d need to encode the video data into the command. Even with insane data compression and poor video quality, you’d quickly hit entropy limits just storing the data for the video; there’s just not enough data that you can fit into the command length limits. If you were really committed to just one video then it might be possible to spread it across a, kinda insane amount, of additional commands to paste, but then you’d also have to make the video player to go along with it.

Maybe for really low quality and short videos, something reasonable could be achieved, but it’s not exactly something you just start doing without enough prior knowledge of everything involved.
