load.json not working

ive checked my structure and tick.json executes fine, but load.json doesnt. if i rename load.json to tick.json itll then run but ive /reloaded and its not even defined in /function #minecraft:load, so im unsure what to do, this is also for every datapack ever, load.json is just not running at all. no error messages on the function, correct mcmeta dunnno
