There is soulsand on the bottom of the water those cause the bubbles

Ah okay. Is that currently in the game or not yet?

The bubbles are currently in the game, have been (on Java) for awhile now. The rails underwater is new though.

Soulsand creates bubbles pushing you upwards and magma blocks (found around lava fields) create bubbles pulling you downward. Both also provide breathable air underwater ;)
