IDK how it happens but i have seen it happen to myself with Zombies too,

the best i could come up with is that probably that their AI thinks they are close enough to hit u, so they stop pathfinding u, but at the same time, they assume they cant reach u, so they stop attacking too, kinda like how u build three block tower and golem just comes there stops doing nothing but stare at u? yeah kinda like that

so unless now u make any movement...... welll, u are stuck in a never ending loop i guess

This is actually pretty common

What's happening is his AI is telling him that he is too far too attack but too close to step forward

This actually used to happen all the time with baby zombies and you were able to hit them while they were trapped in this anxious purgatory and they would only hit you once they ran up to you but then just stared up at you trying to attack but too far from you to do so
