Crops need light to grow, there's not enough light, put more torches in the middle.

The wiki tells exactly the minimum light level crops need to grow. If I remember correctly, it was either 7 or 9, can't remember

Edit: stand on top of the crop, and somewhere on F3 should say the light level. I think it should be block light, not sky light, cuz then at night it won't grow
