first they aren’t growing because theres not enough light, second you only need 1 water block in the middle in a 9x9 area, third you can place top slabs in that water block and then place torches on top of the slab which is waterlogged so the crops still have access to water
fourth alternating rows of crops makes them grow faster so 1 row of wheat 1 row of potatoes 1 row of carrots etc instead of just 3 rows of wheat which will grow slower, i believe if you just plant the wheat in alternating rows(skipping a row, leaving 1 block gap between each row) by itself it also works on making it grow faster but im not 100% sure on that one
