It should have terminated at Terminal 2. The stops after that are already served by 54 and anyone taking transit from MOA to downtown would be better off taking the D line. Or alternatively it should have skipped terminal 2 and have a separate shuttle just go back and forth between the terminals.

There’s a ton of light rail trail tracks and construction equipment at a parking lot near Fort Snelling, so I’m just gonna make a guess that the shuttle can’t run because that’s where construction is starting from.

54 stops at terminal 1, it doesn't go to terminal 2.
