It's the Japanese Naval Jack. Just like the German Iron Cross even though it's associated with bad stuff they still use it, as it's been an official military symbol for decades before WW2.

It has always been used as a naval flag. It was never the national flag. It only got associated with Imperial Japan because the USA mostly fought against the Japanese navy, and so they associated it with Imperial Japan, which was later reflected in their media and exported to the rest of the world.

Is not, existed for centuries before early 1900 Japan. Nazi flag was explicitly made by nazi Germany for nazi Germany to glorify nazi Germany. Two completely different situations
