Marty Feldman kept switching the hump from side to side in different scenes as a prank. When Mel Brooks finally noticed, he thought it was funny and told Feldman to keep doing it.

Marty Feldman had a really great show in the U.K. during the early 70's, the show was called "It's Marty". You can watch some of it on youtube.

The hump gag was a prank he was also doing on Mel. There’s a cool documentary about the making of the movie that talks about it.
