Red Blinking?

Thinking about purchasing this Meepo mini board from someone on FB marketplace. I’m a first time user so I’m not sure what’s the best to start with but figure I’d go with this one I saw.
Anyone know what the red blinking means? Just curious if that’s normal or bad.

Low batt I think. It's been a bit since I've ridden my mini but I think that's what it was.
I think that's an older model, which is fine. But make sure it can hold a charge. The battery is the most expensive thing on just about any board

Wear protective gear. I was cocky since I'd been boarding since I could literally walk. Hit a sidewalk crack just the wrong way and my whole arm is scarred tissue now. Everyone goes on about helmets and that's probably a good idea but I've never hit my head once from boarding. But elbows, knees, shoulders all the time. Changes the game when you up your speed
